The Harmonized System (HS) is the World Customs Organization's global classification for traded goods. Kenya, through the East African Community Common External Tariff, builds its import duties, VAT and levies on top of these codes. Getting the code right sets your duty rate, your KEBS PVoC route, and whether the Pharmacy and Poisons Board treats the product as a medicine, a supplement, a cosmetic or a medical device.

Most finished medicines sit in Chapter 30, active ingredients in Chapters 28 and 29, food and health supplements in heading 2106, cosmetics in Chapter 33, and medical devices in Chapter 90. Products in these lines almost always need PPB registration before they can be imported or sold, and a foreign manufacturer needs a Local Technical Representative in Kenya to hold the registration.

The first 6 digits are set by the World Customs Organization; Kenya, through the East African Community Common External Tariff, extends this to an 8-digit national tariff line that fixes your import duty, VAT and levies and helps route KEBS and PPB requirements.
What HS code is used for medicines in Kenya?
Finished pharmaceuticals fall under Chapter 30, mainly heading 3004 (medicaments in measured doses for retail sale). Vaccines, blood and biological products are under 3002, and active pharmaceutical ingredients sit in Chapters 28 and 29. Products in these lines require Pharmacy and Poisons Board (PPB) registration before they can be imported or sold.
Do I need PPB registration for my HS code?
